Industry Change Drivers and Training Implications for Business Services, Finance, Local Government and Property Services

Report prepared for the Office of Training and Tertiary Education (OTTE)
February 2008

Key industry change drivers for the above industry sectors:

  • Globalisation
  • Technological advance and knowledge management
  • Ageing population and demographic factors
  • Social and cultural factors
  • Sustainability/environmental awareness
  • Political and economic factors (including government policy, legislation and regulation)
  • Threat of terrorism/security

Change drivers are co-related, create their own dynamics and manifest themselves in indirect ways. For the purposes of this paper, the abovementioned change drivers for business services, local government, finance and property services are addressed mostly in the cluster effect of a range of drivers, except where the impact of an individual driver is clearly identifiable. 

The following questions are posed within the context of each industry sector:

  • Change drivers: What are the major change drivers impacting the industry and its sectors, currently and over the medium and long-term future?
  • Industry response: What are the industry and enterprise responses (now and in the future) to the impact of the change drivers?
  • Skills needs: What are the implications of the industry’s responses for skills needs in the industry (now and in the future)?
  • Skills development: What is the relative importance of changing skills sets for skills development?
